Retry pending/inactive extensions for multiple partner spaces

POST 
/api/v1/spaces/clients:retryPendingExtensions

For each provided partnerSpaceId, schedules a background task that fetches all clients in the space, identifies those with PENDING or INACTIVE extensions, and retries extension activation. Returns immediately with HTTP 202.
